Billing details
- Rates are updated through out the year as they are adopted by City Council.
- View a list of current and future approved Utility Rates
- City water meters measure use in units. One unit equates to 100 cubic feet or 748 gallons.
- Utility Bills are mailed by the 9th of each month and are due on the last day
water
- Residential Rate
- Base Fee: 0-2 Units based on the size of meter
- Tier 1: 3-8 Units
- Tier 2: 9 Units and Up
- Non-Residential Rate
- Base Fee: 0-2 Units based on the size of meter
- Additional units are based on account type (Multifamily, Commercial, Industrial, Public)
- Irrigation is metered separately and billed by meter size and usage
Sewer
Residential is based on the Winter Average (water usage from November - March). Non-Residential Accounts are based on the actual usage because of separate Irrigation Meters.

- Base Fee: 0-2 Units
- Additional Units listed on rate structure
- Non-Residential Rate (Commercial, Industrial, Public)
- Base Fee: 0-2 Units based on the size of water meter
- Additional Units listed on the rate structure
fire charge
- Residential: Fee is included in the Water base fee
- Non-Residential Rate (Multifamily, Commercial, Industrial, Public)
- Based on the diameter of pipe multiplied by $8.71 current monthly rate
Street Lights
All accounts are charged a Street Light fee regardless of lighting for the location of service. The fee is based on the type of light fixture in the surrounding area and a breakdown of the types is listed on the Utility Rates link.
- Residential: Flat monthly fee
- Multifamily: Fixture multiplied by the number of Dwelling Units
- Commercial, Industrial, Public: Fixture multiplied by the number of Full Time Equivalent Employees
STORM
Supports the storm water system to comply with state and federal environmental protection laws
- Residential: Flat monthly fee
- Non-Residential Rate (Multifamily, Commercial, Industrial, Public): Impervious area divided by 2750 multiplied by residential rate.
Road Maintenance
This is a monthly fee charged to all accounts and is dedicated to maintaining a safe, functional street system. The fee is subject to change November 1 of each year.
- Residential: Residential Rate
- Multifamily: Multifamily Rate multiplied by the number of Dwelling Units
- Commercial, Industrial, Public: Residential Rate multiplied by the Category based on Equivalent Residential Units (ERU)
- Trips are determined by the Institution of Transportation Engineers (ITE) Manual.
- The number of trips are divided by a factor of 9.45 to determine the ERU.
- November 1, 2024 ERU increased by 3.1%
