Declaration of State of Emergency
- This action, announced March 13 and ratified on March 16, allows the City to more nimbly mobilize resources to protect the community, including faster coordination with other public agencies and quicker deployment of resources.
State of Oregon
Safe & Strong Oregon
- Executive Order 20-27 includes guidance for outdoor recreation that allowed City playgrounds to re-open on Sept. 4.
Keep Government Working
- Issued on April 15, Executive Order 20-16 orders measures necessary to ensure that safe public meetings and continued operations by local governments during COVID-19 outbreak.
Stay at Home Directive
- Issued on March 23 by Governor of Oregon, Executive Order 20-12 directs Oregon residents to stay at home to the maximum extent possible and adds to the list of businesses that will be temporarily closed to stem the spread of COVID-19 in Oregon. The order is effective immediately, and remains in effect until ended by the Governor.
Moratorium on Residential Evictions
- Issued on March 22 by Governor of Oregon, Executive Order 20-11, placing a temporary moratorium on residential evictions for nonpayment in light of the public health emergency caused by the spread of coronavirus in Oregon. Executive Order 20-56 extended the moratorium through Dec. 31, 2020.
Extension of Statewide School Closure
- Issued on March 17 by Governor of Oregon, Executive Order 20-08 extends Oregon’s statewide school closure to a total of six weeks, until April 28, and issues further guidance for Oregon’s public schools. This follows on an initial two-week closure of Oregon's schools to end on March 31.

- On March 13, the President declared a national emergency.
Extension of Income Tax Filing Deadline
- Issued on March 21, the Treasury Department and the IRS announced that the 2019 income tax filing and payment deadlines are automatically extended until July 15, 2020. This relief, which applies to individual returns, trusts, and corporations, is automatic. Taxpayers do not need to file any additional forms or call the IRS to qualify.
