City Council Approves $507,000 Award to Address Homelessness
November 19, 2025 — At the November 18, 2024, meeting of the Wilsonville City Council, the Council adopted an intergovernmental agreement with Clackamas County that allocates more than $507,000 into Wilsonville to advance several initiatives to reduce and/or prevent homelessness locally.
Funded by the Metro Supportive Housing Services tax in 2020, this award funds five new programs for a two-year period, including the construction of benches that accommodate device charging during open park hours at Town Center Park and Murase Plaza, gas and clothing vouchers to those otherwise unable to attend work or seek employment, financial literacy training, hotel vouchers for emergency overnight housing, and auto repair services.
The Council took two actions to support implementation of the 2022 Frog Pond East and South Master Plan.
Following a public hearing, on first reading, the Council adopted amendments to the City development code with new, detailed design standards to guide developers in the construction of neighborhoods with a variety of housing types and sizes to accommodate buyers in every stage of life as new neighborhoods are developed east of Stafford Rd. A number of the code amendments apply more broadly in all the City’s residential zones, including updating the review authority and standards for multi-family buildings, easing restrictions on Accessory Dwelling Units (ADUs), and establishing new stormwater design standards.
Also, the Council also adopted the Frog Pond East and South Infrastructure Funding Plan, which guides the eventual creation of more detailed financing plans and development agreements to advance individual infrastructure framework projects as these neighborhoods develop over time.
The Council approved a funding plan for the first phase of multi-year project to complete improvements on Stafford Rd. The project adds a roundabout at Brisband St. and intersection turn restrictions at Frog Pond Ln., completes pedestrian, bike, and transit facilities on the west side of Stafford Rd., and extends water and sewer lines under Stafford Rd.
To support the community’s aspirations for a vibrant arts and culture scene in Wilsonville, the Council adopted a five-year action plan and the 2024-25 Implementation Plan for the Arts, Culture, and Heritage Commission (ACHC) to guide the group short- and long-term activities.
To fund final engineering design work for the Boeckman Creek Interceptor and Trail Project, the Council approved a $2,669,808 contract with Consor North America. The project upgrades 7,500 feet of sewer line, provides additional capacity needed to support development within Frog Pond, and builds a 6,500-ft. segment of the Boeckman Creek regional trail to connect Memorial Park to Frog Pond neighborhoods.
The Council approved a $877,500 construction contract with Jesse Rodriguez Construction, LLC to complete the Water Distribution Improvements project, a capital project to address fire flow deficiencies within the City’s water system.
As required by the Federal Transit Administration (FTA) in order to ensure the continuation of federal funding, the Council adopted the South Metro Area Regional Transit’s (SMART) Public Transportation Agency Safety Plan (PTASP).
Pending a recommendation from the Development Review Board, the Council continued two public hearings, until Jan. 6, 2025, for consideration of ordinances to annex and rezone nine acres within the Frog Pond West neighborhood to accommodate new residential development.
During Mayor’s Business, Mayor Julie Fitzgerald recommended the appointment of 20 individuals to City boards and commissions; the following appointments were confirmed by a vote of the City Council (R = reappointment of existing committee member).

- Development Review Board (two-year terms): Dana Crocker, Janis Sanford, Rob Candrian-R, Jordan Herron-R, Clark Hildum-R, Rachelle Barrett-R, Alice Galloway Neely-R;
- Diversity, Equity and Inclusion Committee (three-year terms): Anthony Reyes, Sarah Spoon, Diane Imel-R, Justin Brown-R;
- Kitakata Sister City Advisory Board (three-year terms): Matt Brown, Joshua Dalglish, Sammy Scarpone-R;
- Parks & Recreation Advisory Board (four-year terms): Amanda Harmon-R;
- Tourism Promotion Committee: Libby Crawford (through June 2025); Jared Firby (through June 2026); Noelle Craddock (through June 2026);
Mayor Fitzgerald noted the annual Leaf Drop Day, which takes place this Saturday, Nov. 23, at City Hall. She also read a proclamation in support of Small Business Saturday, encouraging residents to support local retailers when holiday shopping begins after the Thanksgiving holiday.
During Communications, representatives from the Wilsonville Historical Society shared an update on the progress of a Community Enhancement Program-funded project, the Oral History Video Preservation Project, that digitized and archived dozens of oral history interviews with long-time community stakeholders.
At a work session held prior to the meeting, Economic Development staff summarized the findings of a City-appointed Childcare Provider Consortium that has met periodically for the past year to help the City understand the root causes behind the high cost of childcare and the shortage of local providers. After sharing the results of a recent childcare survey completed by 180 Wilsonville families, Staff sought the Council’s direction on how to best focus continued efforts.
Financing staff summarized its work to take advantage of low-interest financing available from the Department of Environmental Quality’s Clean Water State Revolving Fund, which could be used to fund upcoming projects to fund two significant scheduled sewer projects in the City’s Master Plan – The Boeckman Creek Interceptor Project and the Wastewater Treatment Plant Aeration Basin Project.
The City Council’s final scheduled meeting of 2024 takes place on Monday, Dec. 2, at 7 pm; a pre-meeting work session is scheduled at 5 pm. The agenda will include time to recognize the contributions of its three outgoing Council members, Mayor Fitzgerald, Council President Kristin Akervall, and Councilor Joann Linville.
