Council Adopts Amendment to Support Enhanced Transit Services, Approves New Frog Pond Subdivision

July 3, 2018 — On July 2, the Wilsonville City Council adopted an amendment to the SMART 2017 Transit Master Plan (TMP) which identifies and prioritizes proposed service upgrades that could be funded by the new Statewide Transportation Improvement Fund (STIF). The amendment updated project cost estimates listed in Appendix B of the TMP as to meet the planning requirements set forth by the State. All projects and their prioritization remain the same as originally identified through an extensive two-year TMP public involvement process. Identifying service priorities is a requirement of the Oregon Department of Transportation, which is expected to distribute STIF funding annually, beginning in spring 2019.

Enhanced SMART services could include additional 2X service to Tualatin/Tigard with additional connections to TriMet, additional Saturday service on Route 4, late-morning or mid-day service to Salem on the 1X, expanded services to Villebois, and future service to Frog Pond and Coffee Creek neighborhoods in Wilsonville.

On second reading, Council approved the annexation and rezoning of 20 acres for the 80-lot single-family “Morgan Farm” subdivision. In response to Council concerns at first reading, the developer submitted a revised plan that includes a larger public open space for recreational amenities.

The Council continued, to August 6, a public hearing on an ordinance to amend Chapter 8 of the City code.Mayor Tim Knapp encouraged community members to provide input on preliminary design concepts unveiled during the recent Signage and Wayfinding Plan Open House. The survey is available online until July 16.

At the work session prior to the meeting, City staff provided recommendations and sought direction from Council regarding amendments to Accessory Dwelling Unit (ADU) codes to comply with new state law. New code would provide clarity and certainty for property owners seeking to add an ADU on their property.
