Council Continues Hearing to Consider Revised System Development Charges

 February 6, 2019  — At the Wilsonville City Council meeting on February 4, 2019, the Council opened and continued a public hearing to consider adopting revised water system development charges (SDCs) to February 21. The Council requested additional information on a number of technical issues to consider before adopting revised SDC rates, which enable the City to develop infrastructure to accommodate new growth.

Prior to the meeting in a work session, the Council heard an update on the draft proposed Wilsonville Town Center Plan, which is scheduled to be considered for a public hearing and recommendation by the Planning Commission on March 13. The plan — which guides the long-term development of a vibrant, mixed-use city center in and around the Town Center Loop area — elicited questions from Councilors about the availability of parking, protection of natural resources, placement of public art and the development of vibrant public spaces that attract public activity.

Councilors also agreed to endorse a resolution of support for a Clackamas County proposal to license retailers of tobacco products with the objective of halting sales to those under the age of 21; federal, state and county health authorities are alarmed that use of tobacco products — in particular “e-cigarette” vaping products — is reaching epidemic proportions among the nation’s youth that will lead to severe health impacts and economic consequences.

Staff also discussed a proposal that would create a Vertical Housing Development Zone (VHDZ) in the Villebois neighborhood, which could provide partial property-tax exemptions as a catalyst for the development of the commercial/residential mixed-use portion of the Village Center surrounding the central Piazza gathering area.
