Council Approves Budget, New Frog Pond West Development and Community Sharing Support

June 20, 2018 — At a public hearing on June 18, 2018, the Wilsonville City Council adopted the City’s all-funds $185.8 million budget for the 2018-19 fiscal year. The budget, recommended and approved on June 6 by the Budget Committee for Council consideration, includes $37 million for the General Fund, which funds services such as Parks, the Library and Police, and an unchanged property-tax rate of $2.5206 per $1,000 of assessed value that funds $7.5 million or 20% of the General Fund budget.

As part of the budget-approval process, the Council adopted two resolutions that confirm Wilsonville’s eligibility and election to receive State-shared revenues totaling $2.3 million, with $0.7 million for the General Fund and $1.6 million of gas-tax revenues for the Road Operating Fund.

The Council approved several land-use ordinances that pave the way for development of two planned Frog Pond West residential neighborhoods, both of which were unanimously recommended to advance by the Development Review Board. Annexation and rezoning of 16 acres for the 44-lot single-family “Stafford Meadows” subdivision on was adopted on second reading, making it the area’s first project approved for construction. Annexation and rezoning of 20 acres for the 82-lot single-family “Morgan Farm” subdivision was adopted on first reading.

The Council adopted a resolution renewing the City’s agreement with Wilsonville Community Sharing, the local community social-services agency and food bank. The City’s grant provides $51,000 to support services—including assistance with rent, food, prescriptions and utility bills—to Wilsonville individuals and families in need.

The City Council confirmed appointments of several volunteers to City’s boards and commissions:

  • Appointment of Yasmin Ismail to the Library Board, for a four-year term from July 1, 2018, to June 30, 2022.
  • Reappointment of Megan Chrisman to the Library Board, for a four-year term from July 1, 2018, to June 30, 2022.
  • Reappointment of Jimmy Lee to the Community Enhancement Committee, for a three-year term from July 1, 2018, to June 30, 2021.
  • Reappointment of Darren Harmon to the Tourism Promotion Committee, for a three-year term from July 1, 2018, to June 30, 2021.
  • Reappointment of David Stead to the Tourism Promotion Committee, for a three-year term from July 1, 2018, to June 30, 2021.

Mayor Tim Knapp read a proclamation recognizing Wilsonville’s first “Pollinator Week” celebration in conjunction with the City’s Bee City USA designation that is scheduled for tonight, 6 pm, at City Hall. The evening includes a screening of a documentary called “The Guardians,” as well as native plant giveaways, information tables and a presentation from the Xerces Society.

Graduates of the 2018 class of the Wilsonville Citizens Academy were recognized for completing the six-month volunteer program that teaches residents about civic leadership and local government. The program prepares graduates for additional involvement in the Wilsonville community to serve on local boards of nonprofits and City committees.

At the work session prior to the meeting, City staff discussed developing a process to locate pro tem judges for the City’s municipal court system. Staff also provided an update on the ongoing collaboration with the City of Tualatin to develop the Basalt Creek Concept Plan, which guides the development of 847 acres located between the two cities.
