City Council Report for June 5, 2017
At the June 5, 2017, Wilsonville City Council meeting, the Council held a public hearing and adopted on first reading an updated Transit Master Plan (TMP) which aims to make route adjustments and other changes to better serve the public transportation needs of businesses, residents and visitors of Wilsonville. The proposed route changes in the plan are cost-neutral with no changes in revenues or expenses compared to current operations and focus on more frequent and efficient service delivery. The main route changes proposed in the plan include: switching Route 2X service from Barbur Transit Center to Tigard Transit Center; dividing Route 3 so that there is a 3X commuter route to Canby and separate Charbonneau Shuttle; and streamlining the in-town Route 4 and expand evening and Saturday service; and reconfiguring Route 7 that serves the Villebois neighborhood. A second reading with prospective adoption of the TMP is planned for the June 19 City Council meeting.
During the meeting the City Council also held a public hearing and approved an amended resolution to update how the City calculates the Transportation System Development Charge (TSDC), which had not been updated since 2008. The amended resolution effectively increases the TSDC per single-family dwelling unit from $7,695 to $11,772 in order to generate adequate funding to pay for essential roadway and bike/ped improvements that are planned for the City’s transportation network in the near future. The change also increases the non-residential TSDC fees to be charged based on the number of trips the proposed development generates. The City was able to lower the proposed TSDC increase by removing the Boeckman Dip Bridge Project from needing to be funded with TSDC at this time because Urban Renewal funding is being considered for the project.
Under Mayor’s Business, the Mayor proclaimed the week of June 5–11 as “Wilsonville Wildcats Week” to acknowledge the athletic and academic accomplishments of the Wilsonville High School Girls Golf team who won the 5A Girls Golf state championship in May, as well as, acknowledging the team’s success in the classroom with an average GPA of 3.81, which is 2ndplace in the state for 5A Girls Golf teams. Also under Mayor’s Business, City Councilor Charlotte Lehan announced that the proposal by local 4th grade students to name the “Three Sisters Oaks” on Kinsman Road as heritage trees is to be considered at the June 19 City Council meeting.
Under New Business, the City Council approved two resolutions to adopt a Collective Bargaining Agreement between the City Of Wilsonville and Wilsonville Municipal Employees Association (WILMEA) and resolution to establish a Traffic Infraction Diversion Program as an option available for the City’s Municipal Court.
On the Consent Agenda the Council passed three resolutions. The first authorizes the City Manager to renew a five-year contract with Tualatin Valley Water District and Veolia Water North America – West, LLC, for the operation and maintenance of the City’s water treatment plan. The second approved resolution adopts a new 2017 Official Zoning Map to incorporate previously approved Zoning Map Amendments and corrections. The third resolution on the consent agenda accepted roadway authority for portions of Stafford Road and Advance Road from Clackamas County.
Under legal business the Council moved to authorize the City Manager to send a letter to the Tualatin Valley Water District (TVWD) to inform TVWD that the City intends to waive the City’s first right of refusal for the 59.7 million gallons a day to be drawn from the Willamette River as the City already has adequate water intake authority to meet the City’s current and future needs for raw water to be drawn from the river.
During work session prior to the meeting, in addition to matters that came before the City Council during the regular meeting, the Council discussed and supported moving forward with a process to pursue a major amendment to the Year 2000 Urban Renewal Area to add the Boeckman Dip Bridge project to the URA.
