City Council Renews Annual Tax Exemptions to Subsidize Housing Costs at Five Multi-Family Properties
March 18, 2025 — At the March 17, 2025, meeting of the Wilsonville City Council, the City Council renewed annual property-tax exemptions at five local multi-family facilities — Autumn Park Apartments, Charleston Apartments, Creekside Woods LP, Rain Garden LP and Wiedemann Park — that provide the community with 365 residential units of affordable housing. These annual exemptions allow the facilities to provide lower-cost rent to families, seniors and individuals meeting income qualifications.
During Mayor’s Business, Mayor Shawn O’Neil summarized the Council’s recent two-day goal-setting session, which took place last weekend. He stated the Council’s 2025-2027 goals and expressed gratitude for the work and collaboration among Councilors and City staff to identify new priorities for the next two years.
O’Neil also noted a Town Hall event to be hosted by State Senator Aaron Woods on Saturday at 3 pm. RSVP is required.
During Legal Business, the Council adopted City Legal staff’s interpretation of City Code (chapter 3.340; chapters 4.300-320) pertaining to the presence and expansion of utilities, and, particularly, new utility poles, in the City right-of-way. Portland General Electric is disputing the City’s position that, per the above code, it is prohibited from installing new above-ground transmission poles.
During the work session held prior to the meeting, South Metro Area Regional Transit (SMART) staff shared the results of the agency’s most recent passenger demographic survey, which details many characteristics and habits of SMART riders. This biennial survey informs general route and schedule planning and helps staff better understand customer needs; riders cited lack of vehicle, cost savings, and convenience most frequently as their reasons for riding SMART.
The next meeting of the City Council takes place on Monday, April 7, at 7 pm. A 5 pm work session is scheduled to precede the meeting. Both are open to the public.
