City Council OKs Seismic Upgrades, Other Improvements for Water Treatment Plant

October 22, 2019  — During the October 21 Wilsonville City Council meeting, the Council adopted an intergovernmental agreement with the Willamette Water Supply System Commission.  The agreement advances seismic upgrades to the Willamette River Water Treatment Plant (WRWTP) jointly owned/operated by the City and Tualatin Valley Water District (TVWD), as well as construction of a half-mile segment of 66-inch raw water pipeline, a new electrical building and other improvements that provide Wilsonville and nearby cities with a more resilient regional water supply.

The Willamette Water Supply Program (WWSP) is constructing more than 30 miles of water pipeline from the Willamette River to Hillsboro, Beaverton and additional TVWD service areas. The program provides Wilsonville with several long-term benefits, including more than $17 million in ground-lease payments over time, as well as seismic retrofitting and improvements for the WRWTP and adjacent park that include a new Willamette River overlook, a reconstructed paved trail, lighting, and other additions.

Republic Services, the City’s solid-waste franchise hauler, presented an annual report for 2018-19 that detailed service goals and a summary of current operations. General Manager Jason Jordan noted that about 146 million pounds of waste and recycling materials were hauled from residential and commercial customers last year. As part of the City’s franchise agreement, Republic Services is hosting a free Bulky Waste Day collection for Wilsonville residents this Saturday, Oct. 26, 9 am-1 pm at the Wilsonville collection center, 10295 SW Ridder Rd.

During the work session prior to the meeting, City finance staff provided a briefing on the ongoing water rate review currently in progress, including a review of the cost of service analysis and potential rate structure options for the Council’s consideration.

Planning staff provided an update on the progress of the Equitable Housing Strategic Plan being developed to ensure housing opportunities for all ages, incomes and household compositions.  Council finalized the project’s policy objectives and provided feedback on a list of strategies to inform the plan.  

Additionally, planners sought the Council’s direction to address concerns about Washington County Future Development 20-Acre District (FD-20) zoning in the Coffee Creek and Basalt Creek Planning Areas that could hinder industrial development.  

Staff also sought the Council’s input on the preferred alignment for Washington County’s planned Basalt Creek Parkway Extension project, which would extend the parkway to the east, from Graham’s Ferry Rd. to Boone’s Ferry Rd., within the Basalt Creek Planning Area.
