City Council Extends City Manager’s Contract, Welcomes State Football Champs

February 21, 2025 — At the February 20, 2025, meeting of the Wilsonville City Council, the Council approved an amended employment agreement with City Manager Bryan Cosgrove that extends his tenure an additional six months, through Dec. 31, 2025, at which time Cosgrove intends to retire from public service. He has served as Wilsonville’s City Manager since June 2011.
The Council’s only other action was to adopt a supplemental budget agreement that funds $965,000 in services and improvements previously unanticipated or rolled over from the previous fiscal year.
During Mayor’s Business, the Council welcomed the Wilsonville High School football team in celebration of the Wildcats’ second consecutive Oregon State Athletic Association 5A State championship. In November, Wilsonville beat Mountain View, 56-35, to become just the third team ever to win back-to-back 5A titles. Mayor Shawn O’Neil read proclamation extolling the team’s achievements and declaring Feb. 23-Mar. 1 as “Wilsonville Wildcats Week.”
During City Manager’s Business, the Council gave City Manager Cosgrove the green light engage in exploratory conversations with owners of the former Regal Cinemas property about leasing the facility as a community theater and events space.
At the work session prior to the meeting, City staff and consultants presented a draft Tourism Development Strategy (TDS) to guide the Explore Wilsonville destination-marketing and tourism-promotion program over the next 10 years. The TDS establishes a coordinated and efficient path to tourism development that is tailored to Wilsonville and in alignment with master plans for parks & recreation, arts & culture, and the Town Center.
Additionally, Planning staff sought the Council’s feedback on recommended actions included in the City’s draft Housing Production Strategy (HPS), a component of the State-mandated Housing Our Future project. These recommended actions would be incorporated into the Planning Division’s work program to support the production of a variety of housing types at various price points and the preservation of existing affordable housing units.
The next meeting of the City Council takes place on Monday, March 3, at 7 pm. A 5 pm work session is scheduled to precede the meeting. Both are open to the public.
