City Council Approves Innovative Development Code for Coffee Creek Industrial Area and More
At the Feb. 5, 2018, Wilsonville City Council meeting, the Council approved on first reading new form-based code standards for businesses locating at the new Coffee Creek Industrial Area. This innovation—believed to be a first in the United States for industrial development—sets clear and objective standards for new development. These standards are designed to allow developers to build connected, campus-like designs and to facilitate efficient, expedited City review of proposals that provide developers with greater certainty and more flexibility. The new form based code standards and review process are subject to a pilot period of three completed development applications or five years to allow the City to evaluate results of using the new code. Developers may still elect to submit custom plans that undergo the standard development-review process.
The Council adopted on first reading an intergovernmental agreement among Tualatin Valley Water District and cities of Wilsonville, Hillsboro, Sherwood, Beaverton, and Tigard to form the Willamette Intake Facilities Commission. This new commission is to jointly own, operate, utilize and pay for Willamette River water-intake facilities, including the existing Wilsonville intake and a new facility funded by Tualatin Valley Water District and the City of Hillsboro. Because of other agreements negotiated relating to the intake facilities as well as Wilsonville’s prior investments in the existing intake facility, the agreement stipulates that Wilsonville spends significantly less on improvements and permitting than the other parties and caps Wilsonville’s costs.
During citizen input, the Council heard from 28 citizens regarding Oregon House Bills 4099 and 4138, two bills that could impact recreational boating/wakeboarding on the Willamette River. One of the bill’s sponsors, Rep. Rich Vial, spoke and said that a compromise amendment could be introduced to allow lawmakers additional time to address the issues.
Under Mayor’s Business, the Council approved a two-year contract through November 2019 for City Attorney Barbara Jacobson, who was praised by Council members for her high-quality legal advice and work product. The Council also confirmed the appointment of several volunteers to City boards and commissions, including:
Appointment of William Amadon to Budget Committee for a term from Feb. 5, 2018, to Dec. 31, 2020.
Appointment of Ronald Heberlein to Planning Commission for a term from Feb. 5, 2018, to Dec. 31, 2021.
Appointment Shanti Villarreal and Tracy Meyer to the Development Review. Staff were given the authority to assign and move members between panels A and B.
Appointment of David Davis to Community Enhancement Committee Position 1 to fill an unexpired term until June 30, 2020.
Appointment of Amanda Johnson to Community Enhancement Committee Position 2 to fill an unexpired term until June 30, 2020.
Appointment of Purity Case to Community Enhancement Committee Position 3 to fill an unexpired term until June 30, 2021.
Under City Manager’s Business, Bryan Cosgrove introduced Bill Evans, the City’s incoming Communications and Marketing Manager.
During work session prior to the meeting, Council discussed the contract renewal of City Attorney Barbara Jacobson and heard reports from City staff, including an update on a proposed new parking lot at Memorial Park that would accommodate visitors to the community garden and relocated dog park and on two new road construction projects, Fifth Street to Kinsman Road and Tooze/Boeckman Road intersection area.
