City Council Approves 10-Acre Land Transfer, Adopts 2019-21 Goals

 May 22, 2019 — At the May 20 meeting of the Wilsonville City Council, Council accepted the transfer of 10 acres of property from West Linn-Wilsonville School District to fulfill a 2010 agreement between the City and School District. The property, located adjacent to the new Meridian Creek Middle School in the future Frog Pond South neighborhood, is for development of a future park and/or sports fields as described in the 2018 Parks and Recreation Comprehensive Master Plan.

The Council adopted its 2019-21 Council Goals. The goals were established during a two-day goal setting session in April that allowed the Council to collaborate and prioritize initiatives to guide City staff for the next two years. During conversation preceding adoption of the goals, Council agreed to gauge the community’s interest in pursuing a general obligation bond to expedite park improvements identified in the 2018 Parks & Recreation Comprehensive Master Plan.

Council also authorized the City Manager to execute a $1 million contract with Moore Excavation for construction of the Belnap Court & Morey Court Outfall Restoration Project. This erosion control project includes rebuilding two stormwater outlets to the Willamette River up to current standards with installation of about 850 feet of pipe and other improvements.

The Council continued to June 17, 2019, a public hearing to consider changes in Chapter 11 of the City code. The revised language would establish clearer standards for establishing, collecting and expending system development charges (SDCs).

The mayor read a proclamation to commemorate Public Works Week, May 19-25, recognizing the employees instrumental in repairing the City’s infrastructure – roads, water, wastewater, stormwater, etc. – to ensure public safety and improve the quality of life of Wilsonville community members.

During Communications, representatives from PGE presented the Council with details of a new program that the City is considering as a means of increasing its commitment to locally-produced renewable energy.

During a work session prior to the meeting, City staff discussed current implementation, by July 31, of regulations to support a mandatory commercial food scrap program being adopted by Metro. The program, which requires amendments to the City’s Solid Waste Management and Collection agreement with Republic Services, supports the region’s waste reduction goals.

Staff also provided an update on the possible establishment of a Vertical Housing Development Zone (VHDZ) in Villebois, which could provide partial property tax exemptions to incentivize developers to build out the commercial/residential mixed-use portion of the Village Center.
