City Council Adopts SDC Code Revisions, Approves Contract to Develop Garden Acres Rd.

July 2, 2019  — At the July 1, 2019, meeting of the Wilsonville City Council, Council adopted, on second reading, revisions to Wilsonville Code, Chapter 11. These revisions consisted of removing or revising outdated provisions and revising provisions regarding the underlying process for establishing systems development charges (SDCs) and administering the collection of SDCs collected from developers.

The Council approved a motion to allow the City to execute a contract amendment with Harper Houf Peterson Righellis Inc. to provide construction and engineering services on an upcoming project to provide road improvements on along Garden Acres Rd., between Day Rd. and Ridder Rd. The project, a catalyst for development in the Coffee Creek Industrial Area, includes road widening, a protected bike lane and undergrounding of overhead utility cables. The project also includes coordination with the Willamette Water Supply Program (WWSP) to install a 3,000-foot segment of 66-inch water pipeline.

During Mayor’s Business, the Council discussed the possible placement of a new Universal Health Systems facility that would provide mental health care services. Councilors referenced the City’s history in providing compassionate support for people addressing mental health issues before electing to formalize its support for the proposed 100-patient facility, which would create more than 150 health care jobs.

Council also sought assistance from City staff and Wilsonville Police Department to curtail the use of illegal fireworks during this weekend’s Independence Day celebrations.

During the meeting of the Urban Renewal Area Board that preceded the City Council meeting, the board approved an Intergovernmental Agreement that enables the Agency to borrow and re-pay up to $9 million to fund upcoming capital projects, including the 5th St. to Kinsman Rd. extension and the “Boeckman Dip” Bridge.
