City Council Adopts $285.1M Budget for 2022-23 Fiscal Year, Welcomes State Champion Soccer Team
June 7, 2022 — At the June 6, 2022, meeting of the Wilsonville City Council, the Council adopted a City budget for the upcoming 2022-23 fiscal year, which begins on July 1.
The all-funds budget of $285.1 million, approved and forwarded for the Council’s consideration by the Budget Committee on May 19, was adopted unanimously. In conjunction, the Council adopted two resolutions that confirm Wilsonville’s eligibility and election to receive state-shared revenues totaling nearly $2.9 million, with $900,000 for the General Fund and about $2 million of gas-tax revenues for the Road Operating Fund.
A supplemental budget adjustment was approved for the current fiscal year budget to accommodate the delivery of additional improvements, including repair of the damaged Kiva Building roof.
City Hall welcomed players and coaches from the Wilsonville High School Girls Soccer team, as Council President Kristin Akervall read a proclamation declaring June 6-10 as “Wilsonville Wildcats Week” in recognition of the team’s 2021 Class 5A State Championship. Among the many astonishing stats this team compiled: they finished undefeated (18 wins, one tie) while maintaining a cumulative academic grade point of average (GPA) of 3.92.
The Council renewed the City’s annual grant-funding agreement with Wilsonville Community Sharing (WCS), Wilsonville’s social-services agency and food bank. The City’s grant of $56,400 helps to fund support services — including assistance with rent, food, prescriptions and utility bills — to Wilsonville individuals and families in need.
To support current and future development in Wilsonville’s Frog Pond neighborhoods, the Council approved a $4.8 million agreement with Tapani | Sundt A Joint Venture to advance five inter-connected projects along the Boeckman Road Corridor. This suite of capital projects, which includes construction of a bridge to minimize the Boeckman dip, is being developed via Progressive Design Build to ensure fewer disruptions and increase cost efficiency. Work is scheduled to begin this summer on these multi-year projects.
The Council approved two grant awards recommended by the Wilsonville-Metro Community Enhancement Committee. A $40,000 grant is to fund construction of a hard surface trail that connects the Old Town neighborhood to Boones Ferry Park. A grant of $8,250 funds the Wilsonville Boones Ferry Historical Society’s Oral History Preservation Project.
Also, the Council authorized a $493,000 contract with Wallis Engineering PLLC to provide Engineering Design and Construction Support Services to rehabilitate or replace deficient storm water, sanitary sewer, water, and street infrastructure in two Charbonneau neighborhoods (Village Greens Cir., Edgewater Ln.).
The Council authorized the sole source selection of Delta Connects Inc. to supply and install future HVAC controller components that are compatible with existing automation systems at City facilities in order to ensure efficiency and accommodate remote monitoring.
Additionally, the Council ratified Mayor Julie’s Fitzgerald’s recommendation to appoint Richard Spence to the Library Board for a term extending through June 2025.
During Communications, Police Chief Rob Wurpes shared details of a new online reporting system that allows residents to report minor crimes online. Staff from the Clackamas County Sheriff’s Office showcased the County’s new online database; new Call Activity Dashboards allow the public to view and analyze details of the last four years of local call activity.
Wilsonville Community Sharing Board President Carlos Salazar detailed the non-profit’s recent and upcoming activities, including the appointment of Leigh Crosby as Executive Director and the food bank’s pending move into the former Arts & Technology High School building (29796 SW Town Center Loop E.)
After the meeting adjourned, the Urban Renewal Agency Board convened a brief meeting to confirm the $42.3 million Urban Renewal budget.
The next regular meeting of the City Council is to be held on Monday, June 20, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
