For 27th Consecutive Year, City Recognized for Excellence in Budgeting, Financial Reporting
October 29, 2024 — For the 27th consecutive year, the Government Finance Officers Association of the United States and Canada (GFOA) has recognized the City of Wilsonville Finance Department with both the Distinguished Budget Presentation Award and the Certificate of Achievement for Excellence in Financial Reporting.
These recognitions from GFOA reflect the commitment of the City Finance staff to meet the highest principles of governmental budgeting and financial reporting standards.
“Earning this recognition year after year demonstrates remarkable effort, competence, and transparency from those responsible for developing and sharing the City’s budget,” City Manager Bryan Cosgrove said. “Responsible financial management has been and will continue to be one of the most critical keys to the City’s success.”
To qualify for the Distinguished Budget Presentation Award, the City’s budget document must be rated proficient as a policy document, a financial plan, an operations guide and a communications device; additionally, it must satisfy 14 mandatory criteria within those four categories. The City’s budget received special recognition for its performance measures and long-range financial plans.
The program was established in 1984 to encourage and assist state and local governments to prepare budget documents of the highest quality that reflect both the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting and to recognize governments achieving that goal.
The GFOA has awarded its Certificate of Achievement for Excellence in Financial Reporting for the City’s annual comprehensive financial report for fiscal year 2022-23. The report has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting.
