Development Review Boards

The Development Review Board consists of two five-member panels, each of which is empowered to review and take quasi-judicial action on land-use applications. When the city receives a land-use application, it is assigned to one of the two panels, which then conducts hearings and renders decisions on all aspects of that application. However, members of one panel may substitute for members of the other panel, if necessary, to ensure a quorum at all meetings. 

Members of the Development Review Board serve a two-year term and receive direct staff support from the entire Planning Department. Board members must be city residents. No more than two members of a panel can be involved in the same occupation, and no more than one member of either panel can be involved in real estate sales or development.

The main purpose of the Development Review Board is to render decisions regarding land divisions, planned development, site level review of specific development proposals, design review applications, street naming and vacations, zoning variances, conditional use permits and quasi-judicial amendments to the Comprehensive Plan designations or zoning. To a large degree, the decisions of the Development Review Board determine how the city will look. Decisions of the Development Review Board are usually binding, but may be appealed to the City Council.
