With regard to page limitations, the RFP states that links to additional information is welcome within the electronic copy.  Is this limited to external links, i.e. a google drive or dropbox share, or can we build links into the interactive pdf that we will submit that can potentially exceed the page limitation digitally.
The links are not limited to external links. You are welcome to submit the links embedded into the PDF document. That will not mean that they are all reviewed in detail or are considered as part of the final consultant selection.
When you refer to the previously completed bikeway markers and directional trail projects, are o you referring to the City of Wilsonville Bicycle Wayfinding Signage System - Sign Display and Placement Report or is there any other document related to the bikeway?
Yes, that is the document, it is available on the city’s web site at http://www.ci.wilsonville.or.us/documentcenter/view/10386
For the inventory of existing signage, are you envisioning the inclusion of traffic signs as well ( e.g. stop signs, one way, etc.)?
No, traffic signs are not included, however other signs in the right of way will need to be evaluated to minimize sign clutter.  Signs such as Tree City USA, Bee City USA, Green Power Communities, entry and population signs etc.
For Phase 2 when you refer to the two existing monument signs, are you referencing this sign (See Picture Below).

 Yes, those are the monuments.
On the Minimum Qualifications is stated that "sign design and wayfinding signage plans for municipalities in Oregon." Can a firm response to this RFP even if it has experience but not in Oregon or would you prefer a local firm?
A firm would not meet the minimum qualifications if an Oregon example was not provided.  In the event that insufficient submittals are received by the City, the project could be re-proposed with broader qualification standards.
If you will consider an out of state firm, can the firm get the Oregon Business License after the project is awarded?
Yes.
The requirement to present the proposal in 5 double-sided pages is rather stringent and will mean that the font size will have to be reduced considerably. Will you reconsider? Our typical proposals range from 18 to 30 pages, as opposed to 10. (If not be prepared to get your magnifiers!)
No, that is the maximum page limit.  Section V of the RFP states a minimum font size of 12 point.  The RFP also states that links to additional information is welcome within the electronic copy.  The links are not limited to external links. Due to all the weather conditions that we are experiencing in the US this time of the year, is there a possibility of getting the addendum with the responses to the questions as early as possible on the 22nd so that the RFPs can be sent ahead of time to contemplate weather conditions that may delay delivery?
Yes, we will do our best to meet this expectation.
Where can the Intent to Submit list be found, is it public?
City staff have received a number of calls and emails regarding this project, however only one Portland firm is on the intent to submit list.

The Proposer shall also certify Proposer’s state of residence. How should that be done? What documentation would you want to see?  A simple statement in your proposal is all that is needed.
Does the $10,000 budget for Phase 2 include the fabrication & Installation of at least one (1) and up to four (4) signs? 
Yes, that is what is envisioned. We are discussing requesting additional resources for the phase 2 portion of the project.  That will be determined by the city manager and the budget committee in April/May.
