Wilsonville Old Town Single-Family Architectural Standards - RFP's due 4/10/17* @ 12:00 pm

*Notice: Deadline for submission of proposals has been extended 1 week to Noon on April 17, 2017.

The City of Wilsonville is seeking to hire a consultant or team of consultants (“Consultant”) to prepare a guide or pattern book to establish clear and objective architectural standards for staff’s review of new single-family homes and single-family remodels in Wilsonville’s Old Town Overlay District (“Architectural Standards”).  Proposals received after the deadline will not be reviewed.

Due to the scope of the requested work the City did not produce a Milestones Narrative referenced as Attachment A, but inadvertently left in the templated reference language. In lieu of Attachment A please see information under the titles “General Scope of Work” and “Milestones, Deliverables, and Schedule.”

Question:

How do you see these standards being different than the “ Boones Ferry Historic District Neighborhood Association was formed that developed an architectural pattern book, Boones Ferry Historic District, Sustaining Cultural Heritage (See Appendix B). This architectural pattern book offers architectural background and guidelines for development in the Old Town neighborhood.” Referenced in the September 19, 2011 adopted Old Town Neighborhood plan

Staff Answer:

Thank you for your question. The Architectural Pattern Book contained in the appendix of the Old Town Neighborhood Plan is a document put together by neighborhood residents. It was accepted by the City Council with requests to make revisions and “review and incorporate all or parts of the Architectural pattern Book into WC 4.138 – Old Town Overlay Zone to create process related efficiencies and a hierarchy of process types for different construction activities;” Please see the following link for the Complete City Council Resolution Regarding the Old Town Neighborhood Plan and associated pattern book.

The purpose of the current project is to get professional assistance to refining and building upon the resident created pattern book. A completely different approach can be taken as well to meet the same objectives. The existing pattern book serves as important background on the desires of the neighborhood, but the project expectation is a completely different document for purpose of incorporation into the development code.
